Use this Image Annotation Tool to enable your students to creatively comment on political cartoons, and to share their annotated creations. Encourage your students to create a caption, add thought and/or speech bubbles, and place concept labels and clip art stickers to reinforce or change the meaning of the cartoon. This activity is intended for use with CEE’s Balancing the Federal Budget lesson, from our Understanding Fiscal Responsibility curriculum, but can also be used as a standalone activity.
